Accomplishments of the 80th Legislature

» Adopted a budget that matched its growth to population and inflation (a 7% increase to $154 billion) but what is even more important was the $14 billion we dedicated to reduce local school taxes by one third

» Ensured that the Trans Texas Corridor's development reflected the will and values of Texans, other key provisions in SB 792 provided for local control of toll road construction here in Harris County

» Eliminated the outdated Telephone Infrastructure Fee (TIF) saving Texans over $300 million annually

» Revised the new business margins tax to reduce the taxes on our small businesses through a graduated rate scale and higher minimum receipts

» Set aside $2.5 billion from this budget to fund future tax cuts, rather than spending all the revenue

» Provided $100 million in new funds for enhanced border security, addressing a key issue for Texas

» Enhanced the integrity of our budget by ensuring that dedicated funds would be spent on their intended purpose, rather than being "swept" into general revenue

» Replaced the widely criticized TAKS test with end of course exams in high school

» Protected our community by increasing the criminal penalty for the burglary of a motor vehicle (BMV). BMV is the #1 crime in Houston and in District 133


Jim Murphy's Legislation with Local Impact

» HB 1067 (Murphy/Janek) - This balanced legislation allows continued residential redevelopment in the City of Houston and clarifies that building setback lines should not be considered a covenant or restriction in a residential plat

» HB 1407/ SB 680 (Murphy/Williams) - This bill allows counties to immediately secure an abandoned swimming pool in order to maintain the safety of our neighborhoods

» HB 2626 (Murphy/Janek) - This local control bill allows Houston Independent School District to purchase supplies and negotiate contracts based on the campus' individual needs

» HB 2944 (Murphy/Whitmire) - This bill reduces the amount of illegal billboards erected in our community. It changes current law to require that companies first obtain a permit from the City of Houston before the Texas Department of Transportation (TxDOT) can issue their state permit.

» HB 2991 (Murphy/Williams) - This bill assists Harris County in the decision making process regarding access to roadways within their jurisdiction

» HB 3988/HB 3989 (Murphy/Patrick) - Relating to the creation of the Harris County MUD No 437 and 438. These two bills create two separate Municipal Utility Districts.

» HR 2213 (Murphy) - Sadly, during Session, Glen Cheek, a good friend to many, passed away. I was proud to author a memorial resolution in his honor. I was joined by Representatives Elkins, Woolley and Callegari in securing a unanimous vote in the House.

» HB 1887 (Co-Authored with Rep Truitt) will increase the punishment of criminals that burglarize vehicles multiple times

» HB 1744 (Co-Authored with Rep Wayne Smith) that deals with the way we fund and construct roads throughout the state

» HB 1495 (Joint authored with Rep. Callegari) creates the Property Owners Bill of Rights which clearly lays out what to expect during the condemnation process as it relates to eminent domain


Rep. Murphy's Legislation with Statewide Impact

Red Light Camera Bills

» SB 1119 and SB 125 were two very important bills by Senator Carona to regulate the use of red light cameras and the revenue collected. I filed an identical bill in the House and was therefore selected as the House Sponsor. These two bills accomplished several things including limiting the amount collected from tickets issued as a result of red light cameras to $75 per offense and directing that revenue collected from these offenses be split between a new Regional Trauma Account and the cities. These bills were amended in the House and are a great example of team work between both Chambers. Senate Bills 1119 and 125 represent the first regulation for Red Light cameras. They provide for comprehensive, coordinated, and consistent application statewide.


Transportation Bills

» HB 1857 which relates to corridor planning was a significant bill that enhances coordination between property owners, TxDOT and counties in planning future transportation corridors
